The start menu and side manager do not work when connected to a remote monitor, what should I do?

I open the right side panel, select "connect to monitor", the TV acts as a remote monitor. When connected, the connection between the laptop and the TV is established, but the TV has a black screen, after some time the laptop disconnects from the TV, but the panel remains on the top of the monitor, the connection status is "disabled" and the "reconnect" button. The settings buttons and pinning the panel are there, but do not work. After trying to connect, the right side taskbar and the Windows panel stop working, half of the hot keys too. ctrl+alt+esc works, tried to disable it through processes, but did not find how.
What is the problem?
