How to fix an error when installing PostgreSQL?

PostgreSQL

After Java Core, I really want to study the database, but I can't install it, let alone study it....

Error text: " Failed to load SQL modules into the database cluster" . Appears at the end of the program installation.

Already tried to do some things, found on other forums:
1) Gave all user rights to the folder
2) Installed the program on different drives
3) Added the user "postgres" and gave him rights. Added to the Administrators group
I believe there are more solutions.
