The secondary hard drive is overloaded. Active time 100%?

Win 10, the disk is six months old, there are no complaints in its direction.
Today, mysticism began in the system, and where it started from is not clear, there was nothing downloaded, there is no virey.
Essence:
Two disks, SSD main, HDD second as storage.
The HDD began to blunt and slow down the system today, to the point that you can’t even reboot. To achieve any action on that disk is problematic.
When you turn on the system, the disk is at rest, you just need to perform some kind of read, delete operation on this disk, its disk load (active time) jumps to 100%, while no reading / writing and deleting is currently in progress , the speed of data exchange with the disk is actually zero, but nevertheless, it is loaded.
The average response time jumps up to 10.000 ms
The resource monitor, in fact, does not show anything sensible.

Look at the SMART drive first.
Further, if the indicators are normal:
Turn off the system disk, boot some live with victoria on board - make a pass through the disk, you can change the port on the mother if you are not sure.
