Is it possible to restore something?

A couple of years ago, the hard drive was used as an external one and when watching a video from a disc on a TV, they accidentally started formatting it, then immediately interrupted the formatting (either turned off the TV, or just pressed cancel) after it was connected to a computer, it was not readable , it was formatted and it could be opened, but it hung very constantly, a few years later I found it, when connected to a computer it is visible, but as before, when it fills somewhere around 30 GB, it starts to freeze very badly. Now I'm scanning more than 500 bad blocks with victoria 4.47. Is it possible to recover photos from it?

Make a copy with a program like dd_rescue, and then try to extract photos from this copy with a program like testdisk.
If there are no skills for such work, bring it to a good data recovery service .

Please clarify: are you writing something to the disk from which you need to recover data?
If yes, then stop immediately.
I'm currently scanning with victoria.
But why?
The fact that the disk is not good is already clear. The task of restoring the photo has already been formulated.
Having tortured the disk additionally, do you want to complicate the task?
If you do not want to contact a professional data recovery company (and this would be the best option, because the state of the disk is not getting better), then you need to make the most complete sector-by-sector copy of the disk.
For simple options, gddrescue (GNU ddrescue) would be a good choice if you're familiar with Linux. If not, then use hex editors like WinHex or CI Hex Viewer.
Then the created image must be scanned. To do this, download the old version of R.saver (it can work with images), open the image file and run the full analysis.
Remap, which you mention in the comments, on the contrary, is harmful to you. If there are unstable sectors containing any information, you should try to read them , and not replace them with working (but empty) ones from the reserve. Otherwise, the files they refer to will be corrupted.
However, work on subtracting problem areas should be carried out only after everything that reads normally has already been read.

in your case, if the photos from the disk are really important to you then:
1 - stop mocking the disk - running through victoria and others will only aggravate the situation and an attempt to treat troubles will make it even worse
2 - if the data is important then, as many advised, look for a data recovery service with hard drives in your city or in the nearest major city. In Kiev, it makes sense to turn to kdr or epos. in the first case, it is cheaper, but less eminent. In MSC, it is better to contact storelab or r.lab
