Such a problem may be due to a program from the laptop manufacturer, it can control the brightness of the screen, it may have settings that ignore the OS settings.
I turned off the adaptive adjustment through the registry and it did not help.These settings are tied to the power plan. Maybe you turned it off for another plan. Yes, and there is no need to change it through the registry, there is a normal interface: Control Panel - Power. Turn it off there.
