The question of payback: How to properly promote the game without the support of the publisher?

Let's say (!), the developers have a full-fledged playable assembly of their "brainchild" on the PC/PS4/Xbox One platforms. But this is their debut project, so the publisher is not interested in financing some leftist company.
Question: On what platforms should you distribute your product of the gaming industry in order to get it noticed? What kind of people do PR games?
In other words: How to establish contact with the consumer?

1) If the game is good, then the publisher will be interested.
2) For PS4 and XBOX, there is only one platform - their built-in stores. For PC - bomb the most popular.
PR games are handled by marketers. Look for them. There are quite a freelance guys like that. Just keep in mind that the promotion of the game can cost a lot, and may well be comparable to the development budget.

I am a publisher, but far from the platforms that are listed.
From the sites:
These are Steam and platform markets.
A publisher doesn't want a "good game", they want a game that can make money.
I met a lot of cool games at exhibitions and they offered me, but many of them are just good, but publishers are not interested.
