The publication of the personal data of a scammer is a violation of the law with t.z. USA, Europe and CIS?

Hypothetically. A man was bred for money, but the law was not violated. When publishing the personal data of this person (full name, age, place of residence (country-city, maximum street), photo) in a public source, it is a violation of the law with t.z. legislation of the CIS, USA, Europe?
Attention: photos are extracted not only from social networks. networks, but also in the usual way. They took a picture of a person, for example, and posted it, that is, this is not a hack.
But photos from social networks are generally hard to call personal data if they are not with closed access.
I ask for more information on this topic.
PS If this is still a violation of the law, then how can it be circumvented (perhaps there are countries where the legislation is simpler)?

look at https://ras.arbitr.ru/
is not a violation only on a specific resource with the consent of the person who provided the data
, everything else is punishable
, including divorce for money, so your friend is lucky
for the desperate there are all sorts of "black lists", but they too legal, so the information does not stay there for long

Why do you need all this - fraud is also a crime! From the point of view of practice, it is difficult to prove, but it is possible, with a good evidence base)
