Hello. Today, when trying to enter my qiwi wallet, I found that it was blocked by the service. After a while, after contacting Qiwi support and providing them with the necessary data confirming that I am the owner of this account, I managed to unblock it. Later I found out that my "enemy" did it. Is there any way he can be held accountable for these actions? If yes, then tell me the most appropriate article :) Thanks in advance

Your "enemy" did nothing to you personally.
For other questions - read the contract that was concluded with Qiwi when opening the wallet.
Contact the police with a statement, they will pick up the article if they find a reason.
