The protection mechanism in android (ipad, iphone) from "pushing" the phone?

Let's say I want to buy a budget tablet or smartphone (if any) with a fingerprint scanner. To give the girl to an orphanage. Is there a phone protection mechanism in which the phone will request a fingerprint scan every few (tens) minutes and, if it is not available, will be blocked? That being said, it would be nice to have multiple profiles. It is possible and third-party solutions, if any. And preferably with a lock from flashing and resetting.
Let's add probably to a question and yabloko. like an iPad mini. he has a scanner.
I will pay attention to one point. you must not give the user the right to remove this type of protection. otherwise it loses all meaning. the child will be forced to remove and taken away.

Bad option. In such conditions, the "hooligan", realizing that he will not get the prey, most likely simply from the principle "not to me - so to anyone" will take away and break / disassemble the device. He also hangs a "lyuley" for this on a child.
It is necessary to understand the psychology of such people, in most cases it is not profit that is important, but self-assertion - "I am more significant than you!".
And if we are talking about educators, then it’s even worse.

Android can start a trusted bluetooth device when it is connected, then you don’t need to enter the pin when unlocking, I had such a bunch of nexus 5 + lg watch r.

IMHO, in such a situation it is better to act on the other side, not the technical one, since the issue is so acute, they can simply take it away even if the brick is not working.
