The program does not install correctly on Windows 8.1/10. Rights issue?

Hello. I have a WiMAX USB modem Seowon SWU-3220A . On Windows XP...8 it works fine, but on Win8.1 and Win10 it doesn't. Drivers and software are installed without errors, but the program does not start because the GCTWiMAXService service does not start. At the same time, the following is written in the modem logs:

More detailed picking and comparison with the working system revealed the absence of some program files in the System32 folder, as well as the absence of some keys in the registry (for example, the installation log showed that the installer did not make a single entry in the HKEY_CURRENT_USER section, although they are on Win7 .) These symptoms prompted the idea that perhaps something was changed in the security system in Windows 8.1 and the installer simply cannot install the program correctly due to lack of rights. Perhaps someone has come across, or knows what could have been radically changed in version 8.1? Is there a way to get around this problem, or at least find out its cause? I will be grateful for any help.
