What does "hiss" mean? Maybe whistle? Then the trance of the duty room came unstuck. Purely theoretically, hissing can be gas through a small hole from a broken electrolyte, I have seen this a couple of times

Disassemble. Lubricate the fan if not on the hydrocline. If on a hydrocline, then it's not the case. Look at the capacitors and change the dead one.
