The power button on the streamer is constantly flashing, what does this mean?

There is an HP StorageWorks Ultrium 3000 SAS tape drive, no server available.
When connected to the network, no indicators are lit, the mechanism does not move, the power light (Power button backlight) is not constantly on, but flashes green.
Is this a symptom of a malfunction?
