The task is to find free modules / plugins that allow you to integrate such a panel into your site. It is not clear what words to search for - what are these panels called in English?

It seems to me that there are no ready-made solutions. Such a panel should be tailored to your design.
Write it yourself, it's not difficult.
Create classes for all mutable parameters, and then just change them.
For example, <body class="red-buttons black-text boxed-layout">or<body class="blue-buttons gray-text boxed-layout sunny-background">
