The "out of the box" nfs server does not work on debain 7.8 (wheezy) x86_64. What needs to be tweaked?

There was a need to transfer the server, it is impossible to start nfs.
Initial data:
- nfs client (debian 7.7, i686) ip: 192.168.1.12
- old nfs server (ubuntu Ubuntu 10.04.4 LTS, x86_64) ip: 192.168.1.7
- new nfs server (debian 7.8, x86_64) ip : 192.168.1.31
The essence of the problem, on the client I do:
# rpcinfo -p 192.168.1.7 | Grep NFS
100003 2 UDP 2049 NFS
100003 3 UDP 2049 NFS
100003 4 UDP 2049 NFS
100003 2 TCP 2049 NFS
100003 3 TCP 2049 NFS

# rpcinfo -p 192.168.1.31
rpcinfo: can't contact portmapper: RPC: Remote system error - Connection timed out
On new nfs server:
# rpcinfo -p localhost
