There was such a problem. Decided to buy a lot . There was an amount on Qiwi, for ~ 70 rubles. exceeding cost.
It turned out that my QVC, tied to Paypal, "ended". Well, I decided to tie the reissued virtual machine.
First, 1 $ = 31.57 rubles is debited. (I always wondered where they go)
After that, $ 1.95 = 61.56 rubles is debited. (Well, this is for verification) And the amount on QVC turns out to be less than the cost of the lot.
After, as usual, these 1.95$ are displayed in PayPal. After all, this is not a blocked amount, but the balance that PayPal returned, but not to the card?
The problem is that for some reason I can't use them to pay... At the stage of choosing a payment method, for some reason, there is no item about the PayPal account, and only the linked card is indicated.
Solutions found on the net that talk about changing the convert option don't help. Funds are debited again from the card, bypassing the PayPal account.
If I choose in PayPal itself:
“ Complete the operation on Ebay ”, all the same, payment is offered only from the card account ...

$1.95 is returned to the card some time after verification (from 1 day to 2 weeks).
Obviously, the problem is that this money has not yet been returned to your card. Put a sufficient amount on the account and calmly pay for the lot.
