The question is this: I have a channel through which you can bring new iPads to Russia very quickly, after the start of sales in the USA. Tell me, are they sold locked there? Or not? Is it difficult to shoot a lock, if there is one, and are there such specialists here?

There are no locks. Tim Cook spoke about this at the presentation. Buy and use.
This also applies to 4G. Russian LTE will not work (the frequencies are different from the American one), and 3G will be no problem.

The price depends on the degree of your greed, and the degree of stupidity of the buyer.
The sane, however, price will not exceed the price of the iPad2 when it officially appears in Russia, i.е. from 18 thousand, if my memory serves me right.
