The most lightweight GPS/GSM tracker for smartphones based on Symbian OS 9.4?

The Google Latitude and Yandex.Maps mobile applications are already well known, but extremely cumbersome to complete the task of sending geolocation data (latitude and longitude for GPS or CID for GSM) to the specified server IP.
Requirements: No graphics and the minimum possible load on the smartphone battery, as well as the absence of GPRS / EDGE / 3G reconnects when sending data to the server to reduce the cost of mobile Internet services (operators often round the total traffic up to 100 kb).
PS J2ME versions for mobile phones are also interesting.
PPS If there are Symbian developers among the audience who can solve the problem, write in a personal.

There is. I wrote a tracker on j2me for my needs.
The data is collected at 5 second intervals, and once every 40 seconds they send a GET request to their server.
Both intervals and the server are specified in the code.
I can share the source.
