The mentality of foreign customers?

Hello. I wonder how foreign customers behave towards developers from the CIS countries? For example, if we take web development:
- There is a customer who needs to make a website. He is from Europe.
- There are performers, developers who are in Europe.
- There is a studio or a separate developer with a good portfolio from the CIS, whose price is, say, 2 times lower.
Who will be prioritised? Is the geographical location of the performer important to a European?
I know that there are nuances and a lot depends on how you communicate with the customer, but still interesting. Who then had the experience of finding a customer directly, without freelance exchanges? For example, through foreign bulletin boards.

We have experience with customers from USA, Australia, New Zealand.
Most of them are interested in the fact that the performer has relevant experience and inspires confidence that he will be able to solve the problem. The cost is 2 times lower, rather a suspicious factor for them.

Customers usually have such associations - India - Cheap and poor quality, Europe - expensive, Russia (Ukraine, Belarus) profitable. These are, of course, stereotypes, but often play an important role.
Another thing is that if you reduce the price to the level of the Indians, then most likely you will appear before the eyes of the customer as the same Hindu. Feel free to demand a price at your normal rate.

What matters is your stack, cost, ease of payment, etc. And with all equals, the choice will be in favor of a person from his country. But there are no equals, and every customer, even a Russian, even a European, makes a decision subjectively. If you think they are completely different - no.
Just try to be the most interesting. Have a R.S. and other payment options, have a good stack, speak the language. And no problem.
I found customers by vacancies on the employment site, I didn’t look for them on bulletin boards. Why? There are ends, but they are not at all interesting for a freelancer.

The teams are practically international (even hacker and design teams), an Indian acquaintance, an accountant from the USA, and so on.
2 Price.
Nobody cares about the price of a separate work, it is insignificant compared to the project itself.

As a rule, they turn not to an individual freelancer, but to a team, a team.
