Which project / task management system is better to choose?

There was a need to organize a project / task management system, but in view of the abundance of options and specific requirements, I am lost in the choice. Perhaps you can help in choosing the right solution. The requirements themselves:

  1. Stand-alone - your own server, without clouds and any activity on the side (document sharing through a third service, etc.);
  2. The ability to create additional (own) attributes for a task/event and change existing ones + compiling dependencies between these attributes (for example, its weight is calculated from several independent attributes for a task, which is then perceived as a separate attribute and taken into account in the SLA);
  3. The ability to create your own directories (in terms of SLA) in addition to the existing ones - i.e. add. a guide to Task Weight, Risk Level, Type of Activity, etc.;
  4. Flexible system for focusing requests to change deadlines and risks for tasks (depending on user rights) - transferring a request to change deadlines for a task from the performer to the applicant with the ability to accept / reject changes from the latter;
  5. The system of interconnection of the terms of the main task and its subordinates - when the terms in the subordinate tasks change, the term of the main task (which they include) increases automatically;
  6. The ability to evaluate the work of the performer (rating + comment) - in this case, the assessment should be accepted both from the applicant and from the head of the employee;
  7. Possibility of generating a report for management with subsequent sending for confirmation / consideration (for setting the same grade);
  8. Creating your own filters by tasks, employees (with the ability to view their labor costs at different time intervals, taking into account the quota for labor costs);
  9. Graphical representation of labor costs (histogram, etc.) + the ability to create your own graph. views (within forms or filters);
  10. Sorting and redistribution of tasks depending on labor costs by day - i.e. there are tasks with varying degrees of criticality and the number of expected hours for them, there is an employee quota (the number of hours that he works per day) and it is required to distribute tasks by day in view of these parameters so that it does not happen that the employee will have to work 12 hours a day instead of 9, for example;
  11. Ability to integrate with other services - primarily interested in integration with Jira (in terms of task synchronization) and Lotus Notes (mail service and appointment synchronization);
  12. The ability to write and add your own modules / plugins - later it is planned, in which case, to bring the solution to mind on its own;
  13. Differentiation of access/visibility to tasks/forms for employees depending on access rights;a
  14. The presence of a hierarchical structure for departments and employees (employee-manager);
  15. Availability of a flexible reminder/notification system for tasks/meetings.

Something like this ... If any of the solutions more or less fits the requirements, but only with the presence of additional. plug-ins / modules (paid or free), please mark this separately and, if possible, indicate them.
