The logic of raising the VM / What is the procedure?

Help me understand the sequence of steps that need to be taken to build an infrastructure from scratch based on virtualization.
There are two identical servers + SHD. It is necessary to raise AD, DHTsP, terminal, printerserver and a couple more. You need to understand what to do first and what to do next. I came to the trail. to conclusions:
1. I lift on both servers Hyper-V with storage of VM on SHD.
2. On host number 1, I raise a virtual machine with AD and carry out its settings, after which I enter Host1 and 2 into the domain. (will they be added correctly to the domain if they need to be loaded, but AD will be on the virtual machine and will also be loaded with them.
3. After I added the hosts to the domain, I raise the filer cluster on the hosts for the virtual machines. These two servers are added to the cluster .
4. In fact, we have a cluster with hosts in the domain and a working virtual machine with AD. After that, you can freely raise all other services.

Interested in the issue with the domain. Does it make sense to add host 1 and 2, on which there will be a cluster to the domain that rises on these virtual machines, and whether their addition will be correct.

a hypothetical situation: the building was de-energized - everything turned off, they decided to change the building, the move dragged on for a couple of months ...
after the move, we turn on the stand, hypervisors at startup look for cd to "refresh" their data, they don't find it ... and then they don't start virtual machines with cd)
In general, the situation is "the key to the box inside the box."
so either next to the hypervisors it is necessary to place an "iron" CD or a variant of Alexey Dmitriev
