The laptop with Windows 10 x64 does not turn off completely, how to fix it?

After switching from win 8.1 to 10, the laptop stopped turning off until the end, after the work was completed (it does not make noise, but the indicators do not go out). When you try to reboot (also through start-up and shutdown), the laptop either turns off completely or reboots, as it pleases.
I tried to put back win 8.1, there is no such problem. => the problem is not in the hardware.
I tried to turn off fast boot in the Power supply, as advised on the technical support site for small soft ones - no result.
How did you solve the problem? (rollback to win8.1 and older is not recommended)
