The laptop is running at a frequency of 0.48 GHz, what should I do?
I bought a used laptop, when loading the laptop it says that it is not the original power supply and in Windows itself it shows the processor frequency of 0.48. Under different loads, the frequency does not change. What could be?
Dell Inspirion 5855 laptop, itelcore i3 5005u processor.
PS: Or maybe the problem is that a non-original charger is used. And at startup it says that a non-original charger is being used and the laptop may not be at full capacity. And if so, how to fix it without buying the original charger.

There was a similar problem with HP, it didn’t work at a low frequency, the problem was in the power supply connector, there are three contacts,
the first on the outside of the power connector (ring), on the inside of the connector (ring) and the third - the central pin is the identifier of the native power supply, here the wire leading to it came off and the laptop braked hard, after soldering the connector everything worked.
A few years ago I bought this model for an employee. Terrible laptop. In order to at least somehow stir up, I installed an SSD, but it's a little useless.
I installed Windows 7, Ubuntu, Xubuntu, but terrible brakes were observed everywhere.
I eventually got rid of it, but the reason is still curious.
There may be a problem with the power phrases on the laptop, but in general, run live Linux and check the frequency
