The internet drops out for a couple of seconds. What is the problem?

The problem is the following: Every minute the Internet disappears for a couple of seconds (shown in the screenshot). The problem is not in the router, since everything is ok on other devices. I read on other forums, I didn’t understand anything, maybe there is a problem with a crooked Windows update. I understand that reinstalling Windows can be a solution to the problem, but is it still possible to solve this problem without it? If that I have 7 Windows.
