The hosts file for one user, and not for the entire Windows server?

There is a server under Windows 2008 on which several users work. I would like to raise a virtual machine with a test server for web development on it. To be more "approximate" to real conditions, you need to make it possible to enter the test server using the main domain name. This can be easily done by setting the appropriate settings in hosts, but they will work for the entire server, but it is necessary that they work only for one user. How can I do that?

Proxy pac file is suitable for web development.
It is configured individually for each browser.
But Google Chrome uses settings from IE.

As an option, use different server names under different users.
For example
, server-1 1.1.1.1
server-2 2.2.2.2
, but in the web server settings, specify aliases.
