The hand tool does not work in Adobe Illustrator when invoked while holding down the space bar. How to fix?

Good afternoon. This tool works when invoked via the hotkey H or directly from the toolbar. However, when I hold down the space bar, it just shows a hand icon, but it doesn't work, i.e. you can't move around the canvas. How can I fix it?

It happens to me in Photoshop, but this is some kind of internal glitch that disappears after rebooting the poppy (there is no such thing on Windows)

1. Hold the spacebar (the cursor will turn into a hand)
2. Press and release Alt
3. Move around the canvas
I myself encountered such a problem in Photoshop, Illustrator and Figma after reinstalling Windows from 7 to 10. You press the spacebar - the hand appears, but does not move across the canvas. So this problem is solved by a single press of the Alt key after the space - it sort of removes the lock. And so every time you move across the canvas. You can get used to it)
