The feasibility of a hamburger menu?

As a rule, everyone stupidly parrots and monkeys. It’s one thing to design according to Material Design for mobile devices - a retractable hamburger is described in detail there and is a familiar part of the android ecosystem, it’s another thing to sculpt this damn hamburger for nothing when you can implement a convenient visual menu (it’s especially infuriating when this burger is sculpted on sites, although places full full)
Moreover - the user will not see the entire menu until he clicks on the button, which is stupid.
Lazy workbenches.
The menu should be shortened as much as possible but allowed to fit into the screen.
Poke into a hamburger only when there are no options.

I don't know, but it seems to me that the best solution for the desktop was here - https://www.ibm.com/design/language
At first everything is shown, when scrolling it is hidden behind a burger
