The document is printed without Unicode characters, how so?

When printing the second page of this document - unicode.org/charts/PDF/U1F600.pdf The
result is the following:
1) Printing from the browser itself

2) And this is from Evince (Linux)

I see this for the first time, I would never have believed it, but I had to believe my eyes.
How can this be understood and how can I print it all the same (do not offer screenshots)?

It is possible that Canon's drivers do not contain new characters from the Unicode version 8.0 table.
Maybe Xpdf converts first to a picture and then the printer slips the page not as a set of unicode characters, but as a target image.
