Tell me, is it possible to create a repository on the same server for different OSes of the Linux family?
I'm going to deploy the local repository on RHEL 8

I don't see any obstacles. Usually this is FTP with its own structure where the paths are clearly indicated depending on the version

If you mean rpm/deb repositories, yes you can. The repository of such packages is the files that the web server gives, the management of the repositories (creating file lists, etc.) is done by the appropriate tools like createrepo and the like.
