The disk is busy. Cyclically reads sda and writes to sdb - how to find the reason?

Server on onlinenet Standard installation, two hard drives. I install from their image ubuntu server 16.04 64bit
After installation, the disks are busy reading from one HDD and writing to the second - the disk subsystem is 100% busy for many hours. It was not possible to calculate exactly how long this takes. It seems to pass in 5-6 hours, but this is not accurate.
I still can't find the reason. The support checks the HDD in recovery mode - and says that everything is fine with the disks ... They do not go to the server itself after installing the OS - they ignore the problem for the second day. Has anyone experienced or knows the cause?

Obviously and elementary. Let the raid do its job.
Nuts for controlling the speed of synchronization: /proc/sys/dev/raid/speed_limit_min and /proc/sys/dev/raid/speed_limit_max

If you use a soft raid, then it is built immediately after installation
