The data in adwords and analytics do not match with the actual values. How can I check if my goals are set correctly?

Hello.
They set goals for me on my website for money. But the actual data is different from what anaitika and adwords draws for me. 8 applications came to the mail - adwords recorded 1 achieved goal, and analityc 3 ... In fact, there were 8 applications.
I conclude that the targets are not configured correctly. Can you tell me how to check this? The one who set up the goals said that everything is set up correctly, and the problem is something else.

Is it possible that the applications were not from unique users? And the systems were counted unique.
Also, those who have ad blockers may not be considered, they also block analytics counters.
Or maybe the specialist did not set up tracking of all forms on the site. On some pages, for example, a different template is used and tracking needs to be set separately there. Or a third-party application service is used, although applications from it come to the general heap.
Try to methodically go through all the forms on your own, sending applications from them to yourself. You can use different browsers and devices while doing this. Start with the most popular pages on the site.

Try to repeat the mistake.
That is, you need to repeat the submission of forms (or what your goals are set for), for which there is no information in GA.
So it will be easier than going through all the goods at once
