Ad network for substitution on pages?

In order to avoid a flurry of indignation, I will immediately indicate why and why:
1. The local network is exclusively at my expense, traffic is paid by me by volume (yes, there are such places).
2. All connected users will be notified that they will be replaced with advertising banners (with a notification that ads, mind you, do not turn off), as well as that their connection will be tapped and only with their explicit consent.
3. Proxy through Nginx with the installation of a certificate (in order to be able to get inside protected traffic) and explicit registration in the proxy settings (in order to avoid misunderstandings "why / I didn't know / etc.") and for the possibility of self-disconnection.
4. Now there is a limit on the volume per user, but it is already inconvenient to refuse "give me a little more in a friendly way / for a bottle / but I heard that he gave it to me, but why not to me."

As you understand, I want to replace advertising banners with my own, so I'm looking for an advertising network
where such behavior is not explicitly prohibited (as from Google or Yandex),
it is also desirable that it does not contain all sorts of "scams", " porn" and other "oycasino and xbled", but if it's really sad, then, probably, it's possible with them - users are adults with brains.

1. Google the queries "teaser ads", "ad networks" and ask technical support if they allow ad substitution.
2. Install malicious plugins with ad substitution in your browser and see who they are driving traffic to.
3. From the "decent" - you can see the network of coupons and discounts on goods.
BUT there is no point in this, your idea is flawed in its essence:
- allow substitution of advertising (essentially to deceive site owners and advertising networks) and at the same time, not to scam you - these are mutually exclusive requirements for an advertising network. Those who are ready to make money on deceiving others will also throw you.
- "indecent" advertising networks (which agree to throw others) a priori will only have ads like "scams", "porn" and other "
- your 200 of the same clients are not needed by a normal ad network. What's the point of showing them the same ads on every site they visit?
- what you are doing is a licensed activity. The guys from the RKN will come to you and you will get money.
- interfering with the user's traffic is a vicious practice. You get access to confidential information (client bank, public services, personal accounts, etc.). As soon as the client gets money from the account, or a virus appears on the computer, you will become the last one.
- Webmasters have long been ready for advertising substitutes like you. All normal sites have a Content Security Policy that will block your ads.
Think about it and move on before it's too late!
