No way. Don't give him the job until he shows up. By subscribing to a fixed price, you have assumed this risk.
Customers are busy people and they have more important things to do. I had cases when the customer disappeared for 3 months, and then suddenly appeared and the work continued.
In general, put it aside and take another project.
