The current level of implementation is how?
What is meant by this concept? What other levels are there? How do they relate to each other in order and priority?

Andrey, good afternoon. This term is of a general nature, and only says that, for example, in a project lasting 12 months, an important (milestones) release is scheduled for 1-2-3 months, and in the process of discussing this very release, it is appropriate to use the "current level of implementation", i.e. .e. now it's all so flawed, because we are only at the beginning of the journey and we have more plans to develop this functionality.
Nothing is implied.
This is too general a term.
How do you agree on a case by case basis?

2) How it has been done
