The cooler cracks very strongly and raspberry ripples on the screen even before loading the BIOS and when loading the OS, what could it be?

1. The cooler is clinging to something, and therefore a loud incessant crack is heard. Either the cooler is offset along the axis, or there is dust / screw / something else.
But they cleaned the dust, there is not enough of it to clog our cooler.

2. Long loading, which in this case indicates:
"System garbage" and poor performance.

3. Ripples on the screen: maybe it's a video card, it's not clear yet. It is likely that the contacts are on the video card.

And when the computer starts, black-crimson rectangles and a black-crimson screen.

Points 1 and 3 are very disturbing.

Perhaps the whole point is in a crookedly installed Windows and a (possibly) broken cooler.

If the cable is vga, then this is it, or the connector. The dump doesn't look like that, I've seen enough of them in my life. Replacement fan

Replace it, just make sure before that that it is he who makes noise (stop it with your finger).

Try to insert another video card. If everything is ok, then change it. If not, then change the monitor or cable to it.
