Who understands the theory of Atomic CSS, explain in about a nutshell what underlies it.
Is the concept of Atomic CSS a methodology or a tool that runs code through an Atomizer?

The atomic approach is an approach. No tools, you write classes that are responsible for the effects. One class, one effect.
But since this is an approach, it is often transformed for each layout designer.
