The choice of technologies for the right recruitment?

Good afternoon gentlemen, I am an entrepreneur and I plan to launch a web project in my industry (not IT), in connection with which I am creating a small division in the company to implement the project (web studio is not suitable because I am comfortable with constant personal support for the project at the development stage and after in the process of project growth (requests from the studio not to offer)). At the moment, I am faced with the issue of recruiting personnel and choosing the necessary technologies in order to select the right personnel. In general, the project is a symbiosis of an interactive map (OSM, Mapbox, Google) and a database. Let's assume high load. I am planning one back-end employee in PHP, Python or Node (what?) and possibly Laravel or Django framework (is it necessary at all?), as well as one front-end employee for competent coding on an interactive map. In this regard, I kindly ask you to suggest which technology stack to choose for this particular project, provided that quality is the highest priority than funding. Thank you.

The choice of technologies (if you do not understand them) is not your task.
And the task of a specialist.
The only thing I would pay attention to is that
it is difficult to hire people for some seemingly good and promising technologies.
The more qualified.
Perhaps it makes sense to start a project with shitty technology - if only qualified specialists were at hand.
According to the mind - you need one sensible one who will design everything and will be responsible for this architecture.
And already he will draw up requirements for newly hired employees for the personnel department.
