What is the best way to promote a startup (service) to a Western audience?

Startup guys, tell me how to promote the service to a Western audience? The service itself is an “interesting auction”, but I think they will understand it better there than we do. The project is written (by me, I am a programmer). But I don't know how to promote it, show it to people (mainly young people). Interested or not ...
I was looking for one of ours who could be engaged in freelancing promotion, but no one was particularly involved in this.
I was looking for Western firms, I found them. But I don't know how to trust them. I would like to hire a good specialist (team) in this matter.
If anyone has come across this problem, please post.

To attract the flow of the first visitors, try using contextual advertising , but before that, be sure to register the project in Western social networks and add their (social networks) buttons to the project page.
