The cache is not reset for Bitrix users. What could be the problem?

What settings need to be applied to caching so that users have their styles and js-ki reset in the browser. Tried clearing the cache manually, didn't help. The only thing that helps is ctrl+shift+del in the browser, but users who don't will have an old version of the site.

Add some parameter or timestamp to styles and js files so that on the client the browser thinks that this is a new file every time.
