The bootable windows flash drive is not loaded through the boot menu, while the same flash drive with linux is loaded. What could be causing this?

The image was made through the etcher program.

Try burning the image with Rufus .

Check the data format, for Windows, as far as I remember, NTFS is needed.
To reformat the flash drive, select "format" and specify NTFS there.
But it is not exactly...

That's right, you need Rufus, and also specify the markup type (for modern PCs, this is GPT).

For creating flash drives with linux - I'm up for Johnny Gat 's answer . To create flash drives with Windows, it's best to use scrap from Windows itself - that's why I'm behind Nobby2519 's answer
