The best solution for a personal knowledge base?

The question seems to have been raised a bunch of times, but I did not find a good answer, maybe something appeared.
I want a systematized knowledge base with search, which is convenient to fill, preferably from any device.
In general requirements:
Storing pieces of text (text files), pictures with tags and preferably a tree structure.
Mandatory search by text and tags.
How is it better? Maybe through some kind of DBMS? Or a program like ZIM? Someone simply recommends files, but this way the search turns out to be rather dubious.
