The best option for my task: CMS or Framework?

Good afternoon! I have a task:

  • Let's say there are drivers: Oleg, Ivan, Andrey, and so on ....
  • There are buses: 0152, 4424, 4888 and so on....
  • There are routes: 124, 155, 12, etc...
  • There are also service stations: 1, 2, etc...
  • Etc....

Suppose today Oleg should leave on bus 0152 on route 124, but he fell ill (or any other reason that will be written in the textarea ), but Andrey is free today, in this case, the administrator must select Andrey for his route and bus ( dropdown list for example ). After that, Andrey should disappear (or become unavailable) from the dropdown list (from the "free" column).
Also, after leaving, the administrator must mark the time of departure and the time of return (let's say timepicker or checkbox there), if a driver is late, then the administrator should receive a notification that such and such is late.
And now the main question is, on what all this can be implemented, easily and quickly! The deadlines are very tight, the appearance does not play any role, like usability, it’s purely for me to demonstrate and that’s all ...
I myself own PHP and WordPress, Drupal 7.
If there are any modules, plugins, possibly paid themes, etc. for this, I will be glad! Any answers are welcome!

Good afternoon, I think you won’t find this in the finished version, it’s easier to write from scratch and I think it will be easier without a CMS (my opinion). But here the question arises, what frameworks do you know?
