The ban on meta viewport scaling on mobile has ceased to work. Something has changed?

For some time now I have noticed that the page scales on mobile by spreading fingers. This was not the case before. I can't find an answer to this by searching. Maybe something has changed in the html5 specs?

Understood.
meta viewport is working .
The reason was the settings of chrome and the samsung browser.
In chrome: Settings -> accessibility -> force zoom (uncheck).
In the Samsung browser: settings -> appearance -> web page scaling (turn off)
