The average read speed of the hard drive is very low - should it be replaced?

I have an ASUS n56vz i7 laptop, 6GB RAM, 750 HDD (ST750LM022 HN-M750MBB 750GB). He is already two years old. In the last year, it began to slow down, I thought the problem was that it was clogged with dust and needed to be cleaned - I took it to the service, they changed the paste on the processor and cleaned everything inside. Yes, work has improved. However, the main problem has not been solved. With small loads on the hard drive, such as 0.3 MB / s, it loads at 100% (see screenshot). Windows 8 is worth it. I began to think that the disk had flown, but no bad sectors were found. The SMART test also shows that everything is OK. But HD Tune shows a weak average read speed (see screenshot) of 28.5 MB / s. Windows also gives the hard drive the lowest rating. Should I buy a new hard drive, or is the problem solved in some other way?
PS: Windows asks to update it to 8.1.
