Testing an app on my device?

Good day to all. I want to develop applications for ios. Tell me, can I test my applications on my iphone or ipad without buying a developer certificate. And is it possible that my apps will stay on my device after testing?

It is impossible to test on a device without a certificate. Remain yes, but again with a developer certificate.

As far as I remember, this is possible through cydia on jailbroken devices. However, not 100% sure

I can be wrong, but through cydia, in my opinion, the loophole has already been covered. IMHO, if you decide to seriously engage in development for ios, then at first you can use the simulator for training. Otherwise, I think $99 isn't that much money for a year. And if you are testing on a device with a paid developer account, applications do not disappear from the device until you delete them yourself.

that is, I correctly understood that if I make an application (for myself) and sign it with a purchased certificate, then I can use it on my devices and I don’t need to upload it to the appStore?

It is possible not for 90, but for only $16 per device.
