How to turn on the microphone on iOS?

In the settings section Privacy->Microphone, all the switches are muddy and do not work, as if the microphone is disabled somewhere globally.

Firmware 12.4.
Reboot didn't help.
Also, the settings for accessing contacts and the calendar do not work (gray settings, not clickable).

Settings -> Screen Time -> Content & Privacy

Settings—->>> at the bottom of all applications —->>> select the application in which you want to turn on the microphone, for example cart and ——>> turn on the microphone
