The connection scheme can be something like this:
Wifi-router-> Gateway (*nix)-> Internet
On the Gateway (Gateway), DHCP is raised and nat is turned on.
On the router, you must specify that the gateway will distribute the addresses (in modern firmware, this option is usually available).
Next, a script is written that monitors the addresses distributed by DHCP, while issuing a new address remembers the MAC and IP, as well as the current time (you can write to the database) and adds a masquerading rule to iptables.
For already existing entries, the difference between the time of the first registration and the current one is checked. If the time is greater than an hour, the masquerading rule is removed; if it is greater than 1:15, the rule is added again and the time is updated to the current time.
