Why does it take so long to connect to the Internet in public places?

Good afternoon wise men and women.
I think every day you come across such a harmless thing, namely connecting to free WiFi in a public place.
As a rule, when connecting to an open network, a window pops up with a greeting from the company, which gives us free access to the Internet, or offers to make a choice, "guest mode", or "fly at maximum". In the second option, we can enter the data of the network subscriber, for example, if you are connected to the dom.ru operator, and it is he who distributes free WiFi, then when you enter your login / password, you get Internet without restrictions. In both cases, until you click on the "agree" button, access to the Internet will be limited.
These windows have become common for us, and we do not think about their importance,
I didn't think about it either until I got my first macbook air 2013.
I don't know if I'm the only one having this problem, or if anyone else has, but the bottom line is this. Sometimes!, I emphasize this word, Sometimes!, when I try to connect to a free network in a public place, this very "welcome page" does not load for me, or, more often than not, it loads very slowly, as if I have a dial-up connection to an unstable channel. Sometimes it takes about 5-10 minutes to wait for the page to fully load.
And everything would be fine if it weren’t for repeated tests, when a laptop is nearby, or any other device with built-in wifi receives this page instantly, and by pressing a button, it gets access to the Internet, and I sit and wait / wait / wait / wait / wait , when will this page load so that clicking the button will get the same actions.
What can be the problem? How to cure her? Has anyone encountered something similar?
PS It has been repeatedly noticed that a long page loading is very similar to the actions of a laptop, when there are many meters to the signal transmitter, and all the packets that the network card receives come with errors, which makes it wait again for these packets and hope that it is already 95 fly without a hitch. Sometimes walking around the room and looking for the best signal solves this problem.
Well, the most annoying thing is that I don’t know of any such problem for users of Windows systems, namely, problems with networking on my poppy are constant. This is very sad, because I can not understand why such injustice can be.

I was able to solve the problem one month ago.
The essence of "unhappiness" was the unwillingness of the axis, automatically, to open the welcome page of a public place, because of which, in fact, it was impossible to click the "agree" checkbox and get the Internet.
Now I force open this welcome page by pointing the browser to the IP address of the main router, and everything works quickly.
Since each network has its own settings, to determine the IP of the router, I connect to the desired network, hold down the ALT (option) key and left-click on the WIFI icon. As a result, we get comprehensive information about the connection, where in the line ROUTER (system in English) we need the address.

I heard - that the poppy is generally very "cold" to different standards - this is the problem with it.
In general, I recommend that you always have your Internet at hand, be it a SIM card with unlimited Internet, or a portable wi-fi modem. They are inexpensive compared to the cost of equipment from Apple

but you didn’t consider such an option that it’s not a matter of a poppy at all, but that you are not the only one using public wi-fi, and besides you, a dozen more devices that load the network can be connected to it, especially when some of them sit in a network with a running torrent?

For the sake of experiment, since you are familiar with the DOM.ru provider, try this thing.
1. See how the MAC behaves when connected to the DOM.ru point (does the problems you describe occur)
2. How does the MAC behave with access points of other providers.
Now why all this. The fact is that DOM.ru installs Ruckus equipment everywhere and everywhere, and it can work more productively with Apple gadgets due to software and hardware features. In any case, iPhone + Ruckus - there are no problems.
The results of the experiment will tell you exactly what's going on.
