Templates for OOo, MS Office, LaTeX, corresponding to GOST

Is there a resource with up-to-date versions of such templates? At least for educational purposes (term papers, abstracts, explanatory note to the WRC)? Or maybe someone is ready to share their experience with Habr.

I left a template for open office from the university: a guest frame on A4 to subsequent sheets, with a sign below. Maybe it will come in handy for someone:

And so in our university there was not GOST, but our own service station.
