I suspect that a person wants:
1. CMS running under the web and under Android (in the form of an application).
2. CMS with an APK compiler that generates an application with a similar interface and content to the site.
2nd you are unlikely to find.
1st there are options, but very curtailed and with various restrictions, "not compatible with life."

Well, as I expected, the 2nd option. So your chances are almost zero.
It is easier to find a CMS that is adapted to the mobile version. From the same Androids, you can already get through the browser.
As far as I remember, WordPress is quite friendly with the mobile version.

Regarding point 2 - I advise you to look at umclient.com . It is enough to describe the application on the server side, in php. The client part will do the rest of the work for you.
