I've been happy with symfony1.4 for a year now,
and netbeans even has built-in support for this framework, CMF Diem (diem-project.org) is also written on it, it has a nice admin interface, developing a new module comes down to writing a yml-schema database and layout, management, communications, admin interface - everything is generated ... such a thing, I also know that many yii practice successfully
